I suspect this is a consequence of how Microsoft Outlook is presenting the information to the screen reader, in order to achieve a presentation considered desirable by Microsoft's software developers.

If I'm right, then I doubt there's anything you can do to change it, other than to submit a bug report to Microsoft.
