How are you creating the link? Are you running the Dropbox app on your Mac? I am running the Dropbox app on my Mac running macOS Ventura, and created the below link with no issue. I went to the Dropbox folder in Finder, which is located in my Home folder. I put focus on the item I wanted to share, then opened the Shortcut menu, and selected the item "Copy Dropbox Link”, and heard a message from VoiceOver that the link had been copied to the clipboard. I then pasted the link below. This is the same sequence and behavior as with prior versions of macOS.
