Did you try VO plus  F1 plus  F1? You might also have to hold down the FN key. 
It’s the applications chooser. I often find stuff there that I need to take 
action on. I’ll here some alert or message but VO isn’t focused on it. The only 
place I find it is in the applications chooser then I arrow up or down until I 
hear System dialogues or something like that, then i arrow right and then up or 
down until I find what I’m looking for. Sorry, these directions aren’t precise 
as I do it automatically  without thinking and can’t remember the exact wording 
and sequence of things.
