Definitely local and not corruption; that attribute is reported to affect access to files and folders, and also to be difficult to remove. I can actually prove that the folder itself is ok by things like cd Downloads/blah when I know folder blah exists in it. The subfolders work fine; the OS simply won't let me read the list of contents of the Downloads folder.
