Its off in Monterey, on in Sonoma. Both are dimmed. I want it off in Sonoma.

As I recall, it's incompatible with VoiceOver, turned off by default, and can't be enabled when Voiceover is running.

Matters may have changed, but that's my recollection of the situation as of the most recent revision Apple made to the feature.
