Ah, the wonderful world of "should!" Preview does pretty well on PDF that embeds postscript fonts, imo. It does not do so well on graphical images of text characters, and it does not directly offer the option to OCR those files.
It's important to know there is this fundamental difference in the kind of content that comes wrapped up as PDF. In other words, the thing that PDF is could be defined as a wrapper or an envelope into which other content is stuffed.
