Glad you got your new iPhone setup. I’ve never been able to get the auto-transfer to work.

It has been my experience that when turning on a anew iPhone for the first time, if you just let the phone sit a bit, VoiceOver will come on without you having to do anything. If it doesn’t start speaking on its own, then press the side button 3 times quickly. Additionally, before attempting to setup your new iPhone, be sure to perform an iCloud backup of your old device to make sure you have an up-to -date backup that you can access from the new device if you choose to setup from an iCloud backup.
