When you hear VoiceOver say “Mail has no windows”, try pressing CMD + NumberRow 1, to put focus on your consolidated Inbox. You may need to press CMD + 1 twice to make sure focus is on the Inbox list, and not on the Mailbox list table.
If you wish to access individual Inboxes for each of your mail accounts, navigate to the Mailbox list table, and locate the All Inbox mailbox. Now, press the left arrow key to expand the group, and then down arrow to each of the individual Inboxes. When finished, press the left arrow key twice, to collapse the group. BTW, Mail in Sonoma is no different than Mail in Ventura, or Monterey before that, or even the current Sequoia.
