For $10 US per month (perhaps even $5 US per month), you could rent a Linux virtual server, install mailing list server software on it, configure everything appropriately, and run as many mailing lists as resources allow. Prices in Euro are similar if you prefer a European hosting provider.
I don’t know whether there are good no cost options. Freelists.org might be one of them, but I’m not acquainted with the details of what they offer.
