I believe if certain security features generally on the phone are turned off,
the app store needs confirmation of which Apple account is accessing an
application. Even if it is a free app, the App store requires a proof of person
before an initial download of any application. This can be the phones
biometric data, the phones passcode or the Apple iCloud account information.
