There's no selective sync of apps, it's all or nothing. The data is synced 
separately so you could always manually copy over the apps and let the 
migration handle your data for you. Or you could just accept that, actually, a 
manual migration is probably the right path for you.

Network settings have no obvious interface for export and I'd refrain from 
trying to manually copy the preference files because there are a lot of them 
and the system needs them very early on. If it's Wi-Fi passwords you're 
bothered about,then don't forget they're stored in iCloud Keychain, if you're 
using that.

VMWare Fusion is now free and requires no licence. Again, you might just find 
it easiest to copy over your VM bundle (in your "Virtual Machines" folder under 
your home directory) to the new machine. You can then set up the main Fusion 
preferences and then import the VM (by just opening it inFinder to launch it, 
or from the File menu in Fusion to add it to the library).
