If this happened directly after you did the upgrade and you've not had this or 
any similar warnings in the recent past, I doubt very much there's a problem 
and you can just hit Transfer. You're being advised that automatic downloads 
aren't enabled on this device, so if it's your intent that they should be, then 
there's no harm in transferring that entitlement to this device and it's 
probably a glitch somewhere. If you have other devices signed in to your 
account, it might be worth going to your account settings in the App Store or 
other Apple service apps and checking how many devices are authorised, just in 
case it turns out that you've run out of authorisations on your account, but I 
doubt there's anything to worry about.
