I am surprised that migration over Thunderbolt didn't work. It really should 
have! Some reports on Reddit suggest the way to get it going is to do it 
post-initial-setup, but that's clearly suboptimal. Hopefully, by the time you 
next do it, your software will be recent enough that this should no longer be a 
problem, because it would clearly have helped here.


There is also the option of Target Disk Mode: put the source Mac into that mode 
and it will then be mounted and accessible as a volume to transfer from on the 
target during the migration step.
