The subject pretty well covers it, but some details are needed.

I am getting frustrated with the direct touch area popping up in some apps. It 
makes it impossible for me to interact with the app once that happens. I have 
no external keyboard to try and work around it and nothing I do onscreen seems 
to bypass it. I have tried disabling direct touch in settings. It says it’s 
disabled, but it still shows up in several apps, including telegram-groups, 
swift gram, arlo security, and some others. Once it pops up, I have no access 
to any controls, boxes, buttons on screen or any other controls. All I can do 
at that point is force quit the app and restart fresh. Does anyone here have 
any way to work around this?
