Update. After some detective work, I traced the problem to the
Windows installation I have on one Mac. Somehow Trash was appended to
iCloud Drive. Once I deleted some rogue items in Windows, things went
back to normal.
Trash is NOT shared between Macs. This was a perplexing and
confusing issue and am happy its resolved.

Trashes belong to the users/volumes/drives that contain the files being
deleted. So any mounted volumes on the same machine, or iCloud, are always
included in the contents of your trash can, because it contains deleted files
from those drives. Either unmount the volumes, or accept that if you have
access to them then you can see the content of the trashcan in the Trash view.
