I am not experiencing this issue on either of my Macs running macOS Tahoe 
26.0.1.
This is the first I have heard of this issue.

~/Library/Containers/com.apple.corerecents.recentsd/Data/Library/Recents/
Restart your Mac.
Open the Mail app. Your previous recipients list should be restored. 
If you do not have a backup
You will need to rebuild your previous recipients list from your sent emails.
Method 1: Use the 'Previous Recipients' window
Open the Mail app.
Go to the Window menu and select Previous Recipients.
In the Previous Recipients window, you can view the names and email addresses 
you have recently sent mail to.
Select a recipient and click Add to Contacts to add them to your address book. 
This will help Mail automatically fill in the address for new emails. 
Method 2: Manually add senders to contacts
Navigate to your Sent mailbox.
Select all the emails from the people you want to add to your contacts.
Go to the Message menu and select Add Senders to Contacts. This will add all 
selected addresses to your Contacts app, which Mail uses to populate the 
auto-complete list. 
Context: macOS Tahoe and Previous Recipients
macOS Tahoe (version 26) introduced major interface changes and updates, and 
for some users, this resulted in the previous recipients list being reset or 
having issues. This is not an issue with a program named "Tahoe Mail" but with 
the Mail app within the macOS Tahoe operating system itself. The auto-complete 
function relies on data stored in the ~/Library folder, which can be restored 
from a Time Machine backup.
