This means the sidebar is collapse. Either leave it alone, or go to the view menu and you can open the bookmarks bar, or one of the other things that appears in the sidebar. This is nothing new. It has always been there and it's behavior is no different than an earlier version of macOS/Safari. Not sure why it's more noticeable now than it was before macOS Tahoe.
