Assuming that your applications don’t make use of F-keys (or, really, any other
kind of key) on your keyboard, you can use System Settings to assign them to
functions in your applications. You can trigger menu commands, run automations
and scripts, make use of otherwise unassigned VoiceOver functions—anywhere a
keyboard command can be used, you can make use of those keys. So, go to town.
Start with the Keyboard settings in System Settings or VoiceOver commands in
the VoiceOver Utility.
