You can adjust the VoiceOver volume on the lock screen using the voice attributes rotor, by pressing CTRL + Option + CMD + Shift + any Arrow key. Now continue holding the CTRL + Option + CMD + Shift keys, while using the Left/Right arrows to select Voice Attributes categories, then use Up/Down arrows to change value within a category.
