The iCloud Mail web app is a very poor substitute for the Mac Mail app, really. 
And, of course, it'll only give you access to iCloud Mail, and not third-party 
accounts like Gmail, if you have them. I'd only use it if you really have no 
other choice, or if you are configuring certain things you can't otherwise do 
on your Mac or iPhone, like setting up forwarding or mail rules on the server.

I really think you want to establish the root cause of your storage bloat 
problems. If you look on the Gmail website, or in iCloud Storage settings, how 
much storage space is actually being consumed by mail? The cache should never 
grow larger than that.
