Hi Does it say that it's an image? If so, you will need an OCR app. They will be some good free ones available, but I use a subscription one called Abby fine reader.
However, I would suggest that you go back to the people you got it from and tell them that it is not an accessible format and could they please let you have it in a format you can read?
