My apologies, I am sure that i did not ask this well.
Yes, control + option are the default vo keys.
My desire is to change that to a single key so that, for example if I must
press vo+shift+down arrow,I have fewer keys to press.
Perhaps I should locate where I asked, and was told, that the caps lock
can be used instead.
