File vault is off, and I discovered a earlier after sending the other
e-mail that Dave’s suggestion happens to be what I’ve needed. VO makes
you think you’re in the name field, but you actually do have to VO
right arrow to actually get the writing cursor there. I’m fine now.

Works fine for me. I sometimes need to use VO+arrow to locate the user
and password fields but generally works and comes up speaking after
the boot-up chime sounds.
