Alfredo, With VoiceOver, you can't drag an item from one folder to another, you have to copy and paste.
You can drag an item from one position in a list to another position in the same list, such as reordering languages in System Preferences. You can also drag and drop signatures in Mail Preferences although it is a bit tricky.
