The preferences search box was introduced with spotlight years ago and was of great benefit to switchers from Windows to the Mac.
For example if you type in Wallpaper, the appropriate icon within preferences will be highlighted just like shining a spotlight on an item. The sighted user would then be given a clue of where to find the setting they are looking for. This is of very little use to VoiceOver users, but it is something that could be made useful for new blind users if Apple added VO support. To be honest I totally forgot all about that feature.
