No, it seems to read past it. For example, if you are replying to an email and you just want to read up to the point where your cursor is, you can read line by line or paragraph, or hit VO a or B, but it does not stop at the cursor, it continues reading past it and starts reading the previous text from the message you are replying to.
Of course you can stop VO manually, but it would be nice if it stopped automatically.
