HI Greg, the hanging indent feature is in Pages. Unfortunately, it's not labelled as such, so it's a little hard to find.
You'll want to find the option in the Tabs tab of the Inspector where you can manipulate the indents. Navigating with VO, you'll see an option for the first line which will read 0 in. If you VO right arrow to past the first line stepper control, you'll find an edit box that is simply labelled "Left." Enter your hanging indent value here, for example, 0.5 in. Your paragraph will therefore appear to have the first line starting at the margin, the next line indented by the value in the "Left" edit box and subsequent lines indented by that value.
