There are some web-pages and a few apps that behave strangely when the mouse 
follows the VO cursor.  This happened more in the past before VO went through 
so many upgrades but still is there occasionally.  What is happening in these 
cases most likely is that when the mouse is over a certain item or area, it 
causes something to occur that more or less makes your app unresponsive.  The 
only way to get out of it would have been to either wait until an opportune 
moment when it was between busy cycles or to Force Quit the app.  Now, with 
this in mind, I still have all my cursors following each other at all times and 
seldom have issues.

Even with cursors following each other, you will need to use the VO-cmd-f5 
command to bring the mouse cursor to the VO cursor when dragging and dropping.
