I do not believe that a Wiki is in order, what is needed is a methodical document that a user can read through, start to finish and by the end know what they need to know. the problem with a wiki is that the user is forced to find what they need to know. if they instead have a 5 page document to red and that is it, then they'll most likely read it. now if that document was dynamically tagged so that it could be jumped through then that would work for all needs.
