I have this problem as well, and my spoken alerts are turned off so that is not 
the issue here. For me,VO reads the message and I am able to close the dialog, 
but about 30 seconds later I lose all voiceover feedback. I have sited 
assistance take a look and there are still at least 10 minutes worth of power 
according to the status menu icon. Yet voiceover won't speak until I plug the 
computer in.

As Anne mentioned, there ends up being a conflict between the Spoken Alerts and 
VO, and VO loses that battle.  Just press VO-f5 to turn VO off then wait a 
couple of seconds, and VO-f5 to turn it back on and the message will still be 
there, you may need to do the Window Chooser to bring focus to it though.  
Sometimes it takes a few extra times of pressing VO-f5 and you won't hear any 
verbal feedback from VO until it turns back on,but it will eventually work.  
Simply pressing return in this case will not dismiss the dialog.  As well, just 
FYI, it really says "System UI" as in System User Interface blah blah blah.
