Thank you, Apple, thank you. Select the loop, then use the "resize item" in vo. The command is (VO-cmd-shift). THis will bring up a VO menu which will have an option for "loop". Press on this, and you should be able to stretch the loop. To move the playhead by increments smaller then bar/beat, you need to zoom in with GB. There is a keyboard command for this, but I don't remember off hand. In any case, you can use the zoom slider. Just interact, and move the slider.
