do you mean on an iPhone?

If so, it depends on how speech was turned off.

1.  If it is just speech, then you can do a three-finger double tap and speech 
will come back.

2.  If it is that VO is off, you'll need sighted help to go under the Settings, 
General then Accessibility menu and then have them turn VO back on.  Once VO is 
on, I would go further and set your Triple-click-Home setting to toggle VO on 
and off then you shouldn't ever need sighted assistance again.

3.  If it is like 2 above and you can't get any sighted assistance, try 
connecting it to your Mac and then turning off and on the accessibility options 
through iTunes.  I'm not sure if this would be successful as I've never tried 
this option before.
