If you haven't done so already, close all of your safari windows and then start safari again.
Here's how to locate the click to flash options after you restart safari. In the extensions section of the preferences window, after the checkbox for enabling extensions, you'll find an extensions list. Interact with it and find click to flash. I've found that sometimes it's enough to hit VO space on the name of the extension, but occasionally I have to press vo shift f5 followed by vo shift space to click on the name. Stop interacting with the list and the settings will be right after the uninstall button. Hope this helps.
