I find the Weather Underground site to be very screen reader usable.
And if you wanted to create a widget  from their site, there are notes
near the bottom of the website on XML for weather.  They even have a
link for NOAA weather radio, so you can listen to NOAA over your
computer.

They also have a "braille" site such that:
http://braille.wunderground.com/cgi-bin/findweather/getForecast?query=Washington+ME

returns the weather for Washington Maine.  (You might need to join
lines on that URL.)
