Hi William, I checked this out a few days ago myself. The accessibility of google chrome is still being developed. I recently took a look at the web page on their bug tracker that lists the open accessibility issues. There were at least 5 or 6 bugs that specifically relate to voiceover. The status of each one is listed with varying degrees of progress on the work. I don't remember exactly which issues were on that list, but I'm sure google is probably aware of what you've mentioned. Unfortunately I'm not sure which address you'd want to write to in order to contribute feedback.
