Hey Chuck, No, there's currently no way to enter that coordinate information. The only thing that can be done is moving the mouse pointer and constantly querying VoiceOver. It's a feature I requested long ago. In fact, I had requested the feature that allowed one to query the position relative to window as opposed to position on screen. However, they didn't implement the second request which was to be able to manually enter coordinates.
QuicKeys will absolutely work in any window. The trick is positioning the pointer first which is the key.
