On the boot disk, the Macintosh will de-frag on the fly any file <2MB if it has 
more then 8 fragments.  There is an excellent article at 
http://www.osxbook.com/software/hfsdebug/fragmentation.html
This article discussed 6 month old 10.3 systems and they were 99% fragment 
free.  HFS+  also has a method for moving the most used files into a hot zone 
where they can be accessed faster.
