WHen using IMAP, by default the Mail application only downloads the message when you select it.
In the preferences panel under Accounts' Advanced tab there is an item called Keep copies of messages for offline viewing: There are options to download Messages and Attachments, Just messages or to only keep read messages. Changing this option should help.
