Tool tips are little phrases of descriptive text that pop up on websites and applications when a mouse is hovering over the text. Any screen reader worth its salt certainly accesses them. Voiceover will as well. It calls them "help tags". If you wait a few seconds when you're placed on an element, Voiceover will give you the tooltip. I'm fairly sure there's a keystroke for it, but it's escaping me at the moment.
