Gparted is not accessible using voiceover. Quoting from their web page "gparted is developed on Linux using Gnome and X windows. It can be used by other operating systems such as mac and Windows bu booting off the gparted live disk."
So, it is possible that gparted my be accessible using a linux screen reader like orca, but I wouldn't recommend going that route unless you're already comfortable with a Gnome based screen reader.
