Hi,

What I mean by Ruler area is, when in TextEdit, if you Stop Interacting with 
the Edit area and navigate around you'll hear VO read Ruler.  Interact With 
that area and it will give you pop-up menus for Styles, List types, Paragraph 
spacing, Ruler markers and tab controls and such.
