I used to use FileMaker back in the early nineties and it was fully accessible. I'm sorry to say that, as of my most recent check of the demo version, FileMaker isn't accessible with voiceOver. Their Bento product is quite accessible and is considerably less expensive. It takes some experimentation to wrap one's head around how it works but I would imagine that reading the manual goes a long way toward explaining the program and how it organizes data.
