I do not use FTP protocol myself, but the checkbox for FTP pasiv mode can be found by opening system preferences, going to the network pane. In the Network Pane click the advance button. It will bring up a window with six tabs on it . Choose the proxy tab. In the proxy tab about the fifth control is a check box labelled FTP PASIV. I hope this helps.
