Hi, That's an auto webspot.  Voiceover picks places on a web page for you that 
it thinks are important and lets you navigate to them just as you would a 
heading or a table.  I've not found it to be all that intuitive myself, though 
I sure do like setting my own webspots.  So far voiceover has the nicest 
implementation of this feature that I've tried.  It's incredibly handy.
