Frankly, Eric, I'm inclined to agree with you. After all, let's say you have a fairly major OS crash and you need to do an OS reinstall and have no sighted assistance. Now, as we all know, one can just put the DVD in and press C right after pressing the power switch. I fail to understand how a restore partition is going to come up to that standard of acessibility we've all come to expect.
