Hi Steph,
This occasionally happens unfortunately, and the way I deal with it is to turn 
VO off and back on again with cmd-F5.  Nine times out of ten this fixes things 
and will let you continue using Safari as usual.
As far as getting to the button at the bottom of a webpage I recommend 
vo-cmd-j, which moves between controls.  There is as of yet no way I know of to 
move directly to buttons specifically, though I stand to be corrected on this.
An alternative is to use the web item roter, vo-U, and type the first few 
letters of the name of the control you want, while using left and right arrows 
to select Form Controls in the list of possible choices.  This is an efficient 
way to find things quickly if you know a page fairly well.
