I believe you should be able to do most things in Safari.  I haven't seen that 
message this year.  Last year I did quite a few Federal applications.  Some of 
the sights that are using the Monster based application tool did refuse to let 
me go any further until I faked them into thinking I was running Firefox.  
THere is a version of Firefox available for the Mac if you have enough vision 
to use it and you can't get the Federal site to work with Safari.
