I'm not sure why it does it. It's really annoying though.
Another thing you can try is to turn off VO and turn it back on.

when changing pages in safari voiceover will some times say
safari busy then safari ready. as soon as I hit a key it then
says safari busy. if I do the command r to reload the page things
work like it should. any Ideas?
