With the latest Click to flash, you need to get at the preferences window by opening the short cut menu and then looking down toward the bottom of it. Open the click to flash preferences menu and make sure you're on the player tab. Now, set the player to download but not play automatically. Now, on some sites where you cannot seem to locate any audio or video control tool bars, you might need to open the short cut menu and click on "show flash in domain".
