Hello Ron. You aren't missing anything at all. The outline levels are not spoken in the current version of pages. If you export the document to the Microsoft Word format and open it in Word you can see them. This is one of the major reasons I haven't migrated to pages. I have submitted this issue to the Pages development team and hopefully this will be corrected in IWork 10.
